On December 4, 2015 , the State Secretariat for Telecommunications and the Information Society published a resolution in the Official State Gazette (BOE), which establishes a new numbering range for charitable or solidarity campaigns using subscription services.
Solidarity SMS
Order ITC/308/2008, which regulates the numbering ranges for the provision of short text messaging and multimedia messaging services, already included a range for charity campaigns, 280xx, with a maximum cost of 1.2 euros. A range of 380xx was later added for donations of up to 6 euros. Since then, solidarity SMS has been used with great success as a means of fundraising in emergencies and humanitarian crises. The recent earthquake in Nepal has been a clear example of this. Various NGOs have joined the Together for Nepal campaign and have had the collaboration of operators such as Movistar and Orange who have sent an SMS to their clients requesting urgent help ( sending DONO to 28014. Solidarity SMS service operated by Altiria TIC and the Spanish Fundraising Association , attn. no. 902 00 28 98, post office box 36059 – 28080 Madrid), and also with media such as RTVE and the Atresmedia group who have carried out a dissemination campaign on all their channels.
The NGO sector had repeatedly requested the Ministry to create a new range for solidarity SMS in order to be able to use the alert services to receive regular donations and, following a period of public consultation, the 7980xx range has been enabled, which will allow donations by subscription with messages of up to 1.2 euros with a maximum of 4 SMS per month (4.8 euros) .
When can this numbering be used?

Although the resolution stipulates a four-month timeframe, experience gained with the authorization of the 380xx range suggests that it is unlikely they will be active before September 2016.
The approximate schedule that we believe is most likely is:
January 23, 2016–February 23, 2016: Deadline for initial application for numbering from the CNMC. Publication of the announcement in the Official State Gazette (BOE).
May 23, 2016: Initial number assignment by the CNMC. See the table of initially assigned numbers below.
June 2016–October 2016: Connection of the new numbering and activation with access operators.
