More than 100,000 people are still living in evacuation shelters after the Great East Japan Earthquake. The government plans to prepare about 50,000 temporary housing units by this summer, and construction work is continuing day by day in the three prefectures of Iwate, Miyagi, and Fukushima.

So says Sora, general manager of the Technical Department at Daiwa House. Sora was in charge of temporary housing construction after the Great Hanshin-Awaji Earthquake, and now he is in charge of the entire site in Fukushima Prefecture.
"We give preference to local construction companies. Some of them have no experience on large construction sites, and most of them are people we're meeting for the first time."
The site that Sora showed us is in Kawamata Town, Date County, Fukushima Prefecture, and is planned to be occupied by people evacuated from the areas surrounding the Fukushima Daiichi Nuclear Power Plant. The site of a town-run ground will be leveled and 160 prefabricated houses will be built. There will be around 200 people involved in the construction, including carpenters, electricians, plumbers, and interior decorators.
A 15-minute morning meeting is held at 8 a.m. After group meetings, they immediately get to work. Since they are rushing to complete the project, they do work such as digging the ground for piping throughout the night. They sometimes work until almost 4 a.m.
At the morning assembly, there was a man who gave a particularly lively greeting. He was carpenter Tetsuo Miura. Mr. Miura's house was in a planned evacuation area, and he had to enter a shelter or temporary housing if instructed to do so.
