According to the investigator of the Department of the Armed Forces of the Ministry of Internal Affairs of Ukraine in the Kharkiv region, A. Pryadko, he "examined" the inspection materials received from the main investigative department of the Ministry of Internal Affairs of Ukraine, took "it upon himself" to account that the collected materials contain sufficient data indicating the presence of a crime, and a criminal case was initiated on the basis of Part 4 of Article 358 of the Criminal Code of Ukraine on the fact of using a forged document.
By the way, speaking about the police dictionary, it is impossible not to pay attention to the following phrase from the decision: "take the criminal case into production and begin the investigation." i.e. Captain Pryadko phone number list himself indicated and ordered.
On the same day, i.e. December 2, 2011, the head of the investigative department of the Ministry of Internal Affairs of Ukraine in the Kharkov region, Zinoviy Galavan, appoints 9 investigators for this case!

Thus, on December 17, 2011, about 60 Kharkov Chernobyl veterans gathered at the entrance to the investigative department of the Ministry of Internal Affairs of Ukraine in the Kharkov region on Vesnina Street and demanded the release of the Chairman of the Kharkov City Committee of Investigators of Chernobyl veterans Vladimir Proskurin and Chernobyl activist Petro Prokopenko in the building.
The day before, the police detained Vladimir Proskurin, took him to the investigative department and interrogated him so rigorously that Chernobyl called an ambulance. According to Proskurin, he was released from the police station at about 9 p.m. that day. The police car stood outside his house all night.
According to Chernobyl, a number of protests by members of Chernobyl organizations in the region, demanding the implementation of court decisions on the appointment of pensions, were the cause of outright repression by the police. The protests were initiated by Proskurin, for which he was even expelled from the Party of Regions "for violating the requirements of Article 4.2 of the Charter of the Party of Regions (duties of a member of the Party of Regions), allowing discrediting of the highest... title of the party, who committed actions incompatible with subsequent membership in the ranks of the party."
According to official data from the regional police press service, Vladimir Proskurin was questioned as part of criminal cases initiated on the fact of providing false information to the management of the Ukrainian pension fund regarding the calculation of Chernobyl pensions.
